Fair Share: Digital Economy, Distributed Governance & Product Development
My professional journey spans the digital economy, distributed governance, and product development, all focused on creating more fair and resilient systems. With expertise in technical foundations and coordination mechanisms, I've worked at the intersection of Web3 technologies and organizational innovation, collaborating with Ukraine's Ministry of Digital Transformation and founding initiatives like the Web3 Institute to shape policy and infrastructure for the virtual assets ecosystem.
As a governance researcher and practitioner, I've pioneered work in liquid democracy and decentralized decision-making since 2017, creating tools like EthSignals and Govgraph that visualize stakeholder relationships and improve transparency in digital governance systems. This work extends from theoretical frameworks to practical implementations, connecting diverse communities of developers, policymakers, and community organizers.
Through 4IRE labs and other ventures, I've applied Teal organizational principles and Agile methodologies to transform traditional business structures into more adaptive and purpose-driven entities. My approach integrates digital commons stewardship with product development, leveraging blockchain, AI, and data analytics to create solutions in green finance, fintech, and DeFi that distribute value more equitably while maintaining technical excellence.
Digital Economy
In 2020 I’ve joined The Ministry of Digital Transformation of Ukraine as State Expert in Digital Economy & Virtual Assets. Since then the global market of virtual assets (cryptocurrencies, game currencies and object, loyalty points) is growing exponentially. The cumulative market capitalization of cryptocurrencies is $3.3T now and has grown 330x in the last 10 years. In the parallel the Ministry of Digital Transformation of Ukraine states goals in the increasing the share of IT in the GDP and improving the accessibility of public digital services. Both goals can be achieved with the proper market regulation and stimulation. My work lies in the development of the strategy and the ecosystem.
In 2023 we’ve established Web3 Institute
The Web3 Institute provides a locus for the burgeoning Web3 space in Ukraine. It is founded by Public Union “Virtual Assets 2030” with support from the Ministry of Digital Transformation of Ukraine. The Web3 Institute is enabling the Web3 ecosystem in Ukraine and around the world.
- Strategic Foresight – Industry Vision 2030 This landmark foresight project, initiated by the Ministry of Digital Transformation of Ukraine and supported by the Swiss Government, brought together 100+ experts across government, business, and civil society to co-create a national strategy for the virtual assets (VA) sector.
- Manifesto: Web3 for Digital Economy Ukraine How can Ukraine use Web3 to leapfrog into a resilient, inclusive, and future-ready digital economy? This manifesto outlines a bold vision for integrating decentralized technologies into Ukraine’s post-war recovery and long-term economic development. It presents a strategic framework built around four key pillars.
- Web3 for Ukraine: Upgrading Public Services How can blockchain technology improve the way governments serve citizens? This research report by Web3 Institute explores the current and potential uses of Web3 in Ukraine’s public sector. It maps out early pilot projects, global best practices, and offers practical recommendations for government leaders, businesses, and donors aiming to modernize public services through blockchain.
- W3I DAO Web3 Institute DAO is a community-led initiative to support small, high-impact projects that accelerate Ukraine’s digital economy through decentralization, trust, and collective action.
- UA DLT Forum Join Ukraine’s flagship event on decentralized technologies, hosted in partnership with IEEE, the Ministry of Digital Transformation, and global thought leaders in Web3. The UA DLT Forum brings together academia, government, and industry to advance research, innovation, and partnerships in blockchain, distributed computing, and digital governance.
- WEB3 + AI Unconference Where does decentralization meet intelligence? This immersive unconference brought together 200+ participants to explore how the fusion of blockchain and AI can reshape governance, coordination, creativity, and regeneration.
Distributed Governance
My work has always been about connection — not just between people, but between disciplines, ideas, and systems. I’m driven by a purpose: to bring people together to discover better practices, build technical solutions, and design scalable governance systems that foster cohesion and allow communities to thrive.
This path has led me to work closely with a diverse network of collaborators — from engineers and entrepreneurs to lawyers, academics, and community organizers. Together, we explore the edge where technology meets society, crafting systems that are not only functional but deeply human.
Kickstarting a DAO Research Community
My journey into DAOs and distributed governance began in 2017, sparked by a tweet that led to organizing the first dgov conference. Since then, I’ve helped grow an international community, launched the dgov wiki and DAO research hub, and hosted events connecting thinkers and builders in this space.
Since then, I’ve been exploring liquid democracy as a scalable, human-centered alternative to traditional representation. Through the #dgov foundation, I contributed to community research, tools, and events that shaped the early discourse on delegative models and digital co-governance. Today, I continue to advocate for integrating these ideas into real-world systems—from experimental platforms to public-sector innovation in Ukraine.
What is Distributed Governance?
A foundational piece from 2018 exploring how decentralized systems can replace hierarchy with protocols—enabling scalable, purpose-driven coordination. I break down core challenges like the tyranny of structurelessness, free-rider problems, and legitimacy, while proposing governance as a critical frontier for Web3.
It’s a community-driven initiative to improve coordination in Ethereum governance by making stakeholder signals visible and actionable. Backed by a diverse team and advised by leaders like Hudson Jameson and Griff Green, the project builds tools like TennaGraph to surface opinions on EIPs and critical protocol decisions.
It visualizes relationships between delegates, developers, and citizens in Optimism and beyond. Spot alliances, sybils, and voting clusters, 10+ data sources, 8+ use cases, Awarded at Superhack 2024 and OP RetroPGF.
Product Development
Driven by the ideas of the Fourth Industrial Revolution, self-organization, and the emerging logic of decentralized finance and radical markets, I’ve focused my work on researching and developing innovative IT solutions in green finance, fintech, and DeFi—leveraging blockchain, AI, and data analytics. This journey has taken me through collaborations with incubators and startup ecosystems across the globe, where I explored how open value networks, design thinking, and Web3 technologies can reshape how we fund, govern, and grow impact-driven ventures.
In 2010 I’ve co-founded 4IRE Labs, a specialized tech company, offering development, consulting, and white-label solutions across FinTech, DeFi, GreenFi, IoT, and more. We’ve worked on NFT marketplaces, carbon credit tokenization systems, and low-code DeFi tools, and are official partners of Chromia and Parity Substrate. With offices in Stockholm and Kyiv, and over few hundred employees (depends on season), company brings 15+ years of experience to building secure, compliant, and scalable Web3 and blockchain infrastructures
